The answer, first

The largest parcel on record in Dholera Special Investment Region is the 4,830.83 hectare land transfer from DSIRDA to DICDL as equity share capital, stated in the audited accounts for the year ended 31 March 2025. Second is the 1,167.87 hectare DICDL holding inside the Activation Area. Third is the 66.166 hectare Tata Semiconductor SEZ footprint notified on 9 April 2026. Eight parcels cannot rank at all.

How the hectare column was produced

Three of the four ranked parcels are printed in hectares by their source and are carried through untouched. One, the common cleanroom facility site, is printed as 2,000 sq.m and is shown as 0.2 hectare. That is the only conversion on this page and it uses the exact definition, 1 sq.m equals 0.0001 hectare. Nothing is rounded up, nothing is estimated, and no acre figure appears in this ranking because no parcel record states one.

The two acre figures in the dataset, 530 acres allotted and 1,519 acres available, are aggregates rather than parcels and are kept on the register page instead.

What would change a rank here

  • A registered lease deed or an index-2 entry stating the area of any of the eight unranked parcels. Each of them would enter the ranking immediately and could displace everything above it.
  • A DICDL board resolution or a Land Management Committee minute naming a per company area for Tata Semiconductor, Renew Photovoltaics, Polycab India or Inox Air Products. The annual report names those four and prints only the 530 acre total.
  • A revision of the Activation Area figure, which the audited accounts state as 1,167.87 hectare at 31 March 2025 and describe as land that would be transferred on a lease hold basis, which is forward looking wording.

Who did not qualify, and on which criterion

Eight parcels are excluded from the ranked block on one criterion only: their source document prints no area. Four of them are the companies named in the Board’s Report on printed page 9, where a 530 acre aggregate is given and no company is given a figure. One is the road land lease back, which the accounts describe only as 15 per cent of land appropriated for roads with no absolute area. Two are the e-auction awards, whose Letters of Award are dated but whose plot sizes are not stated. One is the unnamed group the source calls other prominent industrial proponents.
